[RYU583]

Hello everyone,
I purchased a used electric scooter that needs some help to get moving again.
It powers on, but wont actually move.
I need help identifying what model this is so i can order parts .

The ESC has a blinking red light and I noticed the voltage drops from 5v to .9v when full throttle is applied to signal wire ...not sure that means anything though
Also noticed the wheels are branded RisingSun, yet can't find anything about a scooter company with that name

So..if anyone knows what brand this is...please help. Thank You all!
