No it's not. It appears the be a custom built scooter.

Its the SNSC 2.3. just a more Custom secure version of it. same as the new voi basically.

I don't believe it's the SNSC. The handlebars and headlight are different, and so are the fender, front wheel, and kickstand. It is most likely a completely custom design that could only be converted with a generic speed controller setup.
